Damascus Comprehensive Plan 2050
The Comprehensive Plan 2050 provides a guide and a vision for the future development of the town as a welcoming community that sets a course for adventure and entrepreneurship. A comprehensive plan, by its very name, addresses a variety of often-interrelated public facilities and services, quality of life, economy, and transportation. (adopted October 2025)

DRAFT Damascus Phase 1 Stormwater Planning
The Town of Damascus received a CDBG planning grant in 2025 to assess stormwater needs post-Helene. Hurt & Proffitt, Inc. (H&P) has evaluated existing drainage conditions using available GIS data, LiDAR mapping, record drawings, visual assessment from site visits, and prior inlet assessments. (posted May 1, 2026)

Damascus Strategic Tree Canopy Plan
The Town of Damascus received planning support from the Virginia Department of Forestry, resulting in a Strategic Tree Canopy Plan prepared by the Green Infrastructure Center Inc. The vision for the Town of Damascus’s urban forest is a robust and healthy resource that creates a high quality of life for residents, a friendly, welcoming place for visitors, and a healthy, resilient system of streams and forests. Currently tree canopy coverage town-wide is 45%. The Town’s goal is to maintain 45% tree canopy over the
next 10 years.

Marketing Plan 2026-28: Find Your Way to Damascus
The Find Your Way to Damascus Marketing Plan serves as a guiding document to amplify our status as Trail Town USA and showcase the wide range of outdoor recreation assets and activities near Damascus, Virginia. This strategic plan is aligned with the Town's tourism promotion activities of the past three years, and looks ahead to the next three years. The top priorities are (1) drive visitation to Damascus with an emphasis on overnight visitors and multi-night stays, (2) diversify the Damascus tourism economy beyond the upper half of the Virginia Creeper Trail, and (3) boost year-round growth, both within the busy season and into the off-season. (March 2026)

With the help of the Virginia Tech Center for Economic and Community Engagement (CECE), the Town analyzed demographic and economic trends, took inventory of events in the region, and identified gaps for potential growth. Damascus Tourism Action Plan
This plan was developed with assistance by the Virginia Tourism Corporation based on input from community stakeholders. The goal of the plan is to take action to grow the tourism sector, specifically by diversifying outdoor recreation assets and enhancing the quality of life of community members. The plan outlines ten goals for the next three years, including developing the Trail Town USA marketing campaign, gaining Virginia Main Street designation, and participating in the International Trails Summit. (August 2025)

Damascus Market Assessment Update
This update on the research from the 2015 Economic Restructuring Plan helps us understand how Damascus’ market has evolved over time through downtown revitalization efforts. The visitor market is becoming a larger portion of the Town’s market share, growing from 10% in 2014 to 30% in 2023. (November 2023)

Damascus Town-Wide Housing Needs Assessment
This plan was developed by the Mount Rogers Planning District Commission and Anna Meade, and funded by a planning grant from the Virginia Department of Housing and Community Development (DHCD). The Town has undertaken a comprehensive community-wide survey of housing and infrastructure conditions to determine the extent of deficiencies at an area level. The purpose of the study is to identify the areas in Town with the highest levels of housing deficiencies. Another purpose of this study is to develop a plan to rehabilitate the identified housing units and improve neighborhood infrastructure. (December 2020)
